Flower Mound Mayor Melissa Northern and Council Members Al Filidoro (Place 2) and Steve Lyda (Place 4) announced in a joint press release that they all intend to run for re-election in May.
"Even though we campaigned as individuals who were pooling resources together to save money, the community continued to link us together and call us 'NFL'," said Mayor Melissa Northern. "It was not our intention to run as a team, but our backgrounds complemented each other in such a way that it was a win for us and for Flower Mound. We will continue to work together to do what is right for this community."
The three ran in 2010 mostly on the platform of curbing gas drilling in the Town. Residents were very concerned about natural gas wells and compressor sites, believed to contribute to air pollution. Shortly after winning the election by wide margins in heavy turnout, the town implemented a moratorium on new gas permits while the Town studied revisions to the ordinance. The Town passed a new gas drilling ordinance in July of 2011 widely thought to be among the most strict in Texas.
Melissa Northern
Mayor Melissa Northern is completing her first term after defeating incumbent Jody Smith in 2010. She is challenged by Al Cloud and current Councilman Tom Hayden for her seat. Northern is a former accountant, having taken time off to be a full-time mother. She currently serves as Executive Director of the Flower Mound Homeowners Association Coalition.
Northern sees herself as a champion for the Town's gas drilling ordinance. "Upon entering office I established and organized the Town’s first comprehensive monitoring and lobbying efforts against gas drillers’ encroachment, enlisted area communities to join with us and encouraged residents to contact their state legislators. Whether my efforts led me to Flower Mound or to Austin, I went wherever it was necessary to fight drillers’ efforts to undo the nationally recognized protections we had just enacted to our new local gas ordinances," said Northern.
For his part, challenger Tom Hayden says he supports the gas ordinance, but there are other issues: "We have one of the strongest ordinances in the Country, and no one is suggesting that the ordinance be diluted or changed. No one... I've got to say though, Gas drilling can not be the #1 issue in town. Everytime it comes up, it gives us a black eye. We have to work on diversifying our tax base; Lewisville's budget is [an equal balance between] property taxes and sales taxes, but we are about 85% residential taxes."
Northern thinks economic development is key too: “The Lakeside Business District is 93% occupied. Our new medical community, anchored by the new hospital, continues to thrive with the construction of a new medical office tower and medical office facilities along FM 2499. With these developments, medical specialists in all fields are locating to Flower Mound giving our residents unprecedented choices in quality medical care without having to leave Flower Mound.”
Al Filidoro
Mayor Pro Tem Al Filidoro has served on the Council since 2007, and was re-elected in 2008. He is challenged in this election by Bryan Webb for his Place 2 seat. Filidoro is an attorney practicing in Flower Mound. He also has taught law as an Associate Professor at the University of Phoenix.
Filidoro was also active in the legislative effort in Austin. “I have always worked hard to protect local control as I believe that our own interests must be protected from legislation proposed that does not take into account the unique circumstances of each individual community,” said Filidoro.
Filidoro points to the successful adoption of the town's new solid waste program as another accomplishment: "While solid waste is not one of those dramatic issues, I am proud to say that my efforts greatly impacted and improved services to our residents. The new Waste Management 5 year contract will save our residents close to $7 million in direct savings," said Filidoro.
“Council Members Filidoro and Lyda worked tirelessly with me to bring an Oil and Gas Ordinance to the table that the gas industry and pro-gas drilling organizations acknowledged the curtailment of gas wells in Flower Mound and made the gas drillers seek sites elsewhere,” stated Northern.
Steve Lyda
Councilman Steve Lyda was first elected in 2010, and has not yet drawn a challenger for his Place 4 seat. Lyda is an electrial engineer, currently working with a company developing products for the smart grid.
“The appointed Oil and Gas Advisory Board which was composed of industry experts, resident mineral owners, and non-mineral owners, engaged in a very thorough and comprehensive process,” said Lyda. “I am proud of our Advisory Board who worked in the public eye with transparency, and with expert testimony, as they crafted our new leading-edge and comprehensive ordinance. However, we still have one more step to ensure that our efforts will not be easily undone by future councils,” said Lyda, referring to charter changes up for a vote also in the May election. The changes would require a super majority council vote before changing the oil and gas ordinance.
Lyda also cited road improvements as an accomplishment: “Flower Mound has been fortunate to seek and obtain road improvement funds that have not cost our residents additional tax dollars.” Among major completed projects Lyda cited are FM 1171, FM 2499, Flower Mound Road from FM 3040 to FM 1171, Morriss and Gerault Road, that incorporate a total of 37 new and rebuilt residential street projects.
“Our residents have continued show us their support during our first term,” said Lyda. “We look forward to a vigorous campaign for re-election and in our residents returning us to council for another term. In looking back over an intense and busy first term, we are proud our record shows that promises made were promises kept.”
Election day is Saturday, May 12th. Early voting is April 30th - May 8th. More info to come...

I disagree with you on that matter. They re not a joke and they have not ruined FM. The administration prior to them were on a path to industrialize FM and sell it off to they highest bidding gas company.

It is me again. It was Jody Smith and a couple of the council members who are no longer on the council that were the issue.
Norther & Lyda came to the town council and with the group that also included Filidoro and the rest of the council they accomplished a lot in the last two years. Morris 6 expansion to 6 lanes (which wasn't needed) was stopped. This would have been a give away of our tax $M by the Smith council to a developer. New, tighter ordinance on gas drilling. Renegotiations of our trash service, etc.
I urge everyone to remember what it was like 2 years ago when 600 people showed up at a January town council meeting to speak out against a change in a gas related ordinance and the then current Jody Smith led council (along with Levenik and others). They passed the ordinance against the wishes of the town. One of those voting for the change sold mineral rights to the gas company who was going to benefit from the change (and had removed a permit request - without which that certain council member would not have been able to vote). Then there was the developer soccer land swap that Smith and team put forward to the voters that was all about allowing a developer to drill for gas within 300 feed of homes. This was not disclosed. Luckily that did not pass.
I urge everyone to dig deep into each of those running for council. Find out how they have voted on issues (if they are current of former council members). Find out their stand on issues.

Please, can we live in the present for the benefit of the future residents in Flower Mound. Gas drilling is a bugaboo that will be used in this campaign by NFL. It is decided, it's done get over it. They will also beat their collective chests and take credit for ANYTHING positive they can find while running from all the negative decisions that have been made in the last two years.

First UNDERSTAND the issues, and don't adopt heresay as FACT. The council meeting where 600 showed up? It was adopt ordinances to REGULAGE a CCF, so that if one DID come, we'd have SOME measure of control over it. Prior to that, a CCF could be built on "ag" land without any restrictions from the Town.
Perpetuation of misinformation has been one of the biggest crimes of the current council and their supporters.

Digging deep into issues is excellent advice. Make sure you UNDERSTAND the issue, don't rely on heresay. The council meeting where 600 showed up? The vote was to put in place RESTRICTIONS for CCFs, it wasn't to ALLOW CCFs.
The perpetuation of misinformation has been one of the biggest crimes of the NFL and their supporters.

Wouldn't it be easy to resolve the dispute about this meeting by simply going back to the agenda and minutes from the meeting? Sure it would but who is going to take the time to do that??? It is much more fun I guess to throw mud than actually state the facts with backup of the minutes that either prove or disprove what has been stated. Don't you just love small town politics?

What was discussed at that meeting is irrelevant. As a voter, I am interested in what these candidates and their opponents plan to do moving forward for the future.
I put the document on Scribd to avoid forcing people to download a PDF file just to look at something (still wondering why people use these, but that's for another day).
