Per your article : Overlall crime may be down, except for DWI's and some other crimes categories-

Lewisville also saw a 22-percent increase in the number of DWIs in 2011.

So, yeah, burglarlies are down but murders are the same, id theft is up 60+% and DWI's are up. Alcohol- a great thing for our city.
